History

The Department of Civil Procedure of the Faculty of Law at Saint Petersburg State University was founded in 1945. Its founder and first chair was Professor L.I. Pololotskiy, Doctor of Legal Sciences, whose works were highly evaluated by the country’s legal community.

From 1945 to 1990 the Department was headed by Professor N.A. Chechina, Doctor of Legal Sciences, who was a visible specialist in civil and procedural relations. She wrote over 100 academic works which are very well-known in civil law circles around the country.

The department has been led since 1990 by Professor V.A. Musin, Doctor of Legal Sciences, who has published over 200 academic works mostly on the problems of international private law, maritime law, and legal issues in foreign trade.

Professor D.M. Chechot, the author of over 100 academic works on civil law and civil procedure has made a significant contribution to the department’s development.

Professor A.P. Vershinin, Doctor of Legal Sciences, has worked at the department for over twenty years. His academic interests include arbitrazh procedure, foreign trade law, and the legal regulation of energy. Since 2006, Prof. A.P. Vershinin has directed the interdepartmental master's program on Energy Law.

Senior Teacher A.A. Ferens-Sorotskiy and Assistants M.A. Mitina and E.Y. Novikov, candidates of legal science, show great capabilities in academic and teaching activities concentrating on the problems of the arbitrazh procedure.

The Most perspective academic directions of the department are the research of problems in the arbitrazh procedure, enforcement proceedings, and foreign trade activities.

Major academic concentrations:

Problems in Civil Procedure, Arbitrazh Procedure, Notaries and Notarization, Enforcement Procedure, Problems in Substantive and Procedural Law in Connection with Foreign Trade.

Problems in Substantive and Procedural Law in Connection with Foreign Trade was presented by Prof. V.A. Musin.

Academic Ties of the Department:

1. The Department has old and mutual ties with various state agencies and organizations in the City of Saint Petersburg, Leningrad Oblast, and the Russian Federation, with legal and other committees of the Administration of Saint Petersburg and the Legislative Assembly, city and Oblast Registration Chambers, the Arbitrazh (State Commercial) Court of Saint Petersburg and Leningrad Oblast, the Federal Court of the North-Western District, the Notary Chamber of Saint Petersburg, and the Supreme Arbitrazh (State Commercial) Court of the Russian Federation, and many others.

2. The department maintains close ties with a number of Russian and foreign universities: Moscow State University, Yaroslavl State University, Saratov State University, Irkutsk State University, Far Eastern State University, Ural Legal Academy, Saint Petersburg Legal Academy of the Ministry of Internal Affairs, Moscow State Legal Academy, University of Hamburg (Germany), the University of Edinburgh (Great Britain), Cleveland State University (USA), University of Helsinki (Finland), University of East Anglia (Norwich), University of Leuven (Belgium), University of Vienna (Austria), University of Munich (Germany), etc.

Professors and teachers of these universities and academies worked and trained at the department. The department’s teachers also went to read lectures and participate in academic conferences at these universities.

The mission of the department is:

  1. Academic and methodological work: teaching the main courses and the most topical specialized courses on themes connected with defending civil rights and in particular rights connected with business in Russia;
  2. Intensive academc research of the problems of civil and arbitrazh procedure.
