History

The Department of Labor Law and Occupational Safety was founded on 10 September 1930. It first functioned as a part of the M.I. Kalinin Leningrad Legal Institute and then, after the unification of the institute with the Faculty of Law at Leningrad State University, as a part of the university. Professor V.M. Dogadov, Doctor of Legal Sciences, was the department’s founder. Dogadov is considered one of the founders of Soviet labor law in general. His name is closely connected with the creation and development of labor law as an independent branch after developing the most important instutions of this branch: the collective bargaining contract and labor contract, state insurance, the legal status of unions, etc. V.M. Dogadov was the author of over 70 academic works, among which there were large and original monographic research, outlines of labor law, textbooks and study guides (Legal Status of Trade Unions in the USSR). The department was connected in the pre-war years with the founding of a science of Soviet labor law, the development of norms regulating trade unions, and analyses of a number of institutes of soviet labor law: the collective bargaining agreement, the labor agreement, protection of workers' life and health, compensation, labor disputes, and social insurance. During World War II, the department was evacuated from Leningrad, but its academic work continued. The legal regulation of labor continued to be developed and educational and reference materials were developed during the war which were required to organize the educational process.
From 1961 to 1992, the department was chaired by A.S. Pashkov, Doctor of Legal Sciences, Recipient of the State Award, and the author of over 100 academic works. In 1966, on his initiative, the department began developing the legal problems of the scientific organization of labor and future planning of the social development of collective bodies. The department’s activities led to the publication of a collective monograph titled Legal Grounds for the Scientific Organization of Labor.
From 1992-2005, the department chair was Professor S.P. Mavrin, Doctor of Legal Sciences, who is currently a Justice on the Constitutional Court of the Russian Federation and the author of over 60 academic works and monographs, and an expert in the International Labour Organization.
Since 2005, the department has been chaired by E.B. Khokhlov, author of over 60 academic works and monographs on labor and administrative law, and a Distinguished Employee of Higher Professional Education in the Rusian Federation.
Three Doctors of Legal Science and Professors and eight Candidates of Legal Sciences and Docents currently work at the department.
Members of the department perform active social work:

  • E.N. Dobrokhotova, Candidate of Legal Sciences, Senior Teacher, Director of the Legal Clinic, Director of Human Resources at Saint Petersburg State University;

Department Mission:

  1. Academic and methodological work: teaching courses and holding practical lessons for Bachelor’s and Master’s students, preparing textbooks and study guides for students.
  2. Theoretical and exploratory development of labor and social law.
  3. Preparing and publishing the Russian Annual Publication of Labor Law.

Academic Ties of the Department:

The Department of Labor Law works closely with legislative, executive, and judicial authorities in Saint Petersburg and the Russian Federation: the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Committee for Labor and Social Policy of the State Duma, the Russian Labor Inspectorate, the Legal Committee and Committee on Labor and Social Protection of the Administration of Saint Petersburg, the Notary Chamber of Saint Petersburg, etc.

The department has ties with many Russian universities: the M.V. Lomonosov Moscow State University, the Moscow State Legal Academy, the Academy of the National Economy of the Government of the Russian Federation, the Academy of Labor and Social Relations (Moscow), the Saint Petersburg University of the Ministry of Internal Affairs, Kaliningrad State University, Ural State Legal Academy, Perm State University, Altai State Universit, Far Eastern State University, etc.

Primary Results of the Departments Academic Work:

Three volumes of the Course of Russian Labor Law have been published, the first in 1997 (edited by Prof. E.B. Khokhlov), the second in 2001 (edited by Prof. S.P. Mavrin, A.S. Pashkov, and E.B. Khokhlov), and the third in 2007 (edited by Prof. E.B. Khokhlov). The fourth (and final) volume is currently being prepared.

4 textbooks on labor law have been prepared and published by the Departent of Labor Law since the Labor Code of the Russian Federation came to force:

The teacher’s edition of Labor Law of Russia. A Practical Course (edited by V.V. Korobchenko, 2004) was prepared and published.

In 2005, one of the most complete Commentary on the Labor Code of the Russian Federation was published (edited by A.M. Kurennoy, S.P. Mavrin, and E.B. Khokhlov) prepared by a group of authors with the participation of members of the Department of Labor Law; and, in 2007, the 2nd edition of the Commentary redeveloped and added considering amendments to legislation.

Since 2005, the Department of Labor Law, together with the publication house of the Faculty of Law of Saint Petersburg State Unviersity, publish an annual Russian Annual Publication of Labor Law. This publication combines articles of leading Russian and European specialists in the field of labor law in which academic analyses of topical events in Russian, foreign, and international labor law are collected and conceptualized. As of present, No. 1 was published for 2005, No. 2 for 2006, and No. 3 is being prepared for 2007.

The Department has prepared and published a textbook titled Social Security law / edited by M.V. Filippova. Moscow: Yurist, 2006 (Authors: E.N. Dobrokhotova, T.V. Ivankina, M.Y. Lavrikova, N.N. Nikiforova, and M.V. Filippova).

Members of the department actively participate in academic conferences on the problems of improving the legal regulation of labor relations, and in parliamentary hearings on the most important bills in the labor field.

Since 1997, the department has held a number of conferences entitled the Pashkov Readings. The first conference was on Modern Problems in Labor Law and was in 1997. The conferences are devoted to the memory of the scholar and lawyer A.S. Pashkov. The second conference was on Labor Law at the Milestone of One Thousand Years, and the third coincided with the 85th anniversary of the birthday of A.S. Pashkov.

Graduates of the Department of Labor Law of the Faculty of Law work in various state agencies and organizations. Among the department's graduates are: V.I. Kurilova, Rector of Far Eastern State University and V.G. Yaroslavtsev, Justice of the Constitutional Court of the Russian Federation.

Practical Work of the Department’s Members:

S.P. Mavrin, Doctor of Legal Sciences, Professor, has been an expert of the International Labour Organization since 2005 and a Justice of the Constitutional Court of the Russian Federation.

V.A. Safonov, Candidate of Legal Sciences, Docent is an advisor to the Administration of the Constitutional Grounds for Labor Legislation and Social Protection at the Constitutional Court.

V.V. Korobchenko, Candidate of Legal Sciences, Docent, is an advisor to a justice on the Constitutional Court.

There is a Student Academic Circle at the department. All those interested are welcome. The department’s teachers also direct the legal clinic of the Faculty of Law.
